About This Publication
This guide gives civil society organizations (CSOs) a simple, repeatable way to monitor
disinformation, misinformation and hate speech in their own communities, particularly ahead
of the 2026 presidential election. It is written for CSO staff and volunteers who are not
professional fact-checkers, but who are well placed, through their community presence, to
notice false or misleading claims early and record them consistently.
